Rights Manager is a video, audio and image-matching tool that we developed for rights holders of all sizes — from individual creators to media publishers, sports leagues, music labels and others — to identify and manage their content on Facebook and Instagram, including Live videos. Built for Facebook and Instagram Rights Manager solves the unique challenges rights holders face on Facebook and Instagram. Rights Manager protects content, while accounting for lawful expression. This Page does not need to be public, or even published, for the rights holder to use Rights Manager. Step 2 Request access to Rights Manager Rights holders can request access to Rights Manager by completing our streamlined application form. This form provides Meta with information to understand the scope of an applicant’s rights, and determine if Rights Manager is the right fit for them. Step 3 Applications to Rights Manager are processed Applications to Rights Manager are processed based on an applicant’s complete circumstances. An applicant will typically be granted access to Rights Manager if they are able to meet standardized criteria outlined here . Step 4 Application decision Once Meta processes the application, we will notify the applicant of our decision. Without carefully granting access to tools like Rights Manager, people might choose to take action on content they do not own, resulting in harm to our services, rights holders and users alike. Why does Rights Manager offer tailored features to content owners? Rights Manager seeks to serve a wide spectrum of rights holders, and tailors the features it offers to give rights holders the best tool for their particular needs while ensuring that lawful expression is protected (more on that below). These features are designed with the rights holder’s needs in mind – for example, what works for an independent Creator may not work for enterprise rights holders with dedicated content enforcement teams. Matching technology Once a rights holder uploads their reference files, Rights Manager will scan and match content uploaded to Facebook and Instagram based on the match rules set by that rights holder. Maintaining Rights Manager’s matching systems require teams of dedicated engineers, and these systems are constantly being improved. Rights Manager can make matches, not legal determinations When Rights Manager’s matching systems make a match between a user upload and a reference file, they’re identifying that two pieces of content appear similar at a technical level. Rights Manager cannot detect copyright infringement; no content management system can. Rights Manager instead helps facilitate the identification of potentially infringing content by surfacing matches. Rights Manager partners with content owners to catch new manipulations We are constantly improving our scanning and matching systems. One large source of improvements comes from Meta’s collaboration with rights holders, who help identify new trends and manipulative tactics so that our systems can account for them. Rights Manager protects live videos Rights Manager allows live content to be ingested as a reference file while the live event is occurring, and for rights holders to take real time actions on any matches. For example, a sports rights holder can deliver a live feed of the broadcast and generate matches against that feed in real time. Rights Manager must balance the interests of rights holders against our commitment to give people a voice. Live protection is one of the most important benefits of Rights Manager, but also one of the most complex areas to balance. What happens if a match is detected Rights Manager’s matching systems make matches between reference files and user uploads according to the match rules and match actions set by a rights holder. We’ll explore each of these in this section. Overview of match rules Once a reference file is uploaded to Rights Manager, the rights holder then needs to determine when they want to create a match between their reference file and a user upload. This is called a match rule. Match rules give rights holders the ability to set parameters for when Rights Manager should surface matches or take action on matching content. Automatic blocking In limited instances, rights holders may automatically block matching content. Given the risk of overblocking, this feature is only available where there is a demonstrated need and for certain types of content. For example, automatic blocking is not offered where there is a high risk of blocking lawful or expressive content, such as memes, photographs of common scenery or landmarks that may appear identical on a technical level, content in the public domain and others. Overview of match actions In combination with match rules, a rights holder must set a match action that tells Rights Manager what to do with matching content. Match actions offered in Rights Manager include the ability to: Monitor for insights Apply an ownership link Collect ad earnings Block matching content Manually review matches Additionally, for each match surfaced in Rights Manager, rights holders can view details about the matched content or they can choose to submit a takedown report from within the tool. Protecting content while also protecting privacy If a user has placed audience restrictions on the matching content, a rights holder will be limited in the information they can see about that matched content. This is done to ensure that users’ privacy is maintained throughout the Rights Manager process and to comply with Meta’s policies.
